Rules

All play is governed by the Rules of Golf as they appear in the most recent edition of the U.S.G.A. Rules of Golf.

PACE OF PLAY: A player will have 45 seconds to play his/her next stroke after he/she has identified the ball and it is his/her turn to play.  JLO pace of play policy will be similar to the Texas Junior Golf Tour and AJGA policy. The JLO tournament committee will set pace of play to expected rounds equal to or less than but NOT exceeding 4 hours and 30 minutes. 15 minute maximum per hole. If the tournament committee warns a group for being "out of position" the group has no more than three holes to resume to proper position. If the "out of position" definition persists then a stroke penalty may be incurred for each player in the group for failure to reach proper position. Gross negligence of pace of play may result in a DQ.

The JLO tournament committee will, at its discretion, take into account any time altering factors such as host course problems, weather conditions and any unforeseeable time obstacles.

TEE-TIMES: 8:00 AM shotgun both days..

START TIME: All competitors must be present and ready to play at the assigned tee time. If a player arrives at his starting point, ready to play, within five minutes after his starting time, the penalty for failing to start on time is two strokes at the first hole. If it is past five minutes, the penalty is a score of a 9 for that first hole. Player will start play the next hole.

FAIRWAYS, PARENTS & SPECTATORS: Parents/Spectators may not walk onto the fairway of any hole during the play of any hole, except at the putting green where they may observe from a distance of 10 yards off the green (they may NOT go onto the putting surface). Between the green and teeing ground of the next hole parents may pass water and snacks to players.

COACHING: Coaching of players by parents or other adults is strictly prohibited. If an adult is caught coaching a player, rules officials will issue a warning on the first offense which includes a warning about possible disqualification of the player if the situation persist; If there is a second incident where coaching is observed, the adult will be asked to leave the golf course and if there is a third incident of coaching, the player will be automatically DISQUALIFIED.

Coaching is giving any advice to a player during the course of play about conditions, use of clubs or any other advice deemed to violate the rules.

Measuring Devices: A player may obtain distance information by using a device that measures distance only. If, during a stipulated round, a player uses a distance-measuring device that is designed to gauge or measure other conditions that might affect his play (e.g., gradient/slope, wind speed, temperature, etc.), the player is in breach of Rule 14-3, for which the penalty is disqualification, regardless of whether any such additional function is actually used.

CADDIES AND CARTS: 13-18 year old Players may NOT have caddies or ride in electric carts. Pull carts may not be used.  12 year and younger players who play from the red tees - must have caddies (the caddie may advise the player).

Exception is BOYS 9-10div. and 11-12div. PLAYERS where the player must have a caddie/coach. However, the caddie/coach must be the same person. Only one caddie/coach per player. Pull carts are allowed for this age group. 

SCORING: Parents are not official scorers for any hole or round except when appointed by the Committee to score a group. The Players are the only official scorers during tournament play. Groups will be assigned Official Scorers if there is the appearance of improper scoring. Maximum score is 9.

CONDUCT: Unbecoming behavior by a player or use of abusive or profane language will not be tolerated and penalty is disqualification. Player’s caught purposely breaking clubs in anger will be immediately disqualified from competition and appropriate attire will be worn during the competition (see host course dress code). Shirts must have collars. Cut-offs; short-shorts and jeans are NOT permitted.

DECIDING TIES: Ties for first will be decided by a sudden death play-off. The Committee will choose the holes to be used. Play will continue until such time a winner is determined. However, if the Committee deems that because of darkness a play-off is not possible, a scorecard play off will decide the tie for first place. Scorecard playoffs will be used for ties determining awards other than first. Last three holes of 2nd round will determine ties.
